The draft Climate Change Strategic Framework outlines the GNWT's comprehensive and coordinated response to climate change, laying out a long-term approach to developing a strong, healthy economy that is less dependent on fossil fuels; increasing our understanding of the impacts of climate change; and improving our ability to build resilience and adapt to a changing climate.

The Department of Environment and Natural Resources (ENR) is leading the development of
the NWT Climate Change Strategic Framework and the Department of Infrastructure (INF) is
leading the development of the NWT Energy Strategy.
Given the key linkages between these two initiatives, ENR and INF worked together to gather
public input through a survey and six regional engagement workshops. This work was done
between August 2016 and March 2017. The Government of the Northwest Territories (GNWT)
also received written submissions from several organizations during this same period and
hosted a facilitated electricity sector stakeholder meeting to discuss current issues.
The survey and the six workshops focused on key energy and climate change-related themes.
The NWT Climate Change Strategic Framework Action Plan 2019-2023 (Action Plan) puts into motion the vision of the 2030 NWT Climate Change Strategic Framework (Framework). This 2019-2023 Action Plan guides the implementation of the Framework over the next five years, and is intended to present a broad summary of all significant climate change actions underway and areas for future collaboration in the NWT. A subsequent Action Plan will be developed, in conjunction with partners, to cover the period from 2025 to 2029. The Action Plan builds on the goals and priorities established in the Framework and reflects the input received during an engagement process conducted from April to August 2018. Extensive input was received from within the GNWT and preliminary information was provided by partners identified below. During the implementation of this Action Plan, further collaboration with partners and potential partners will be a priority to develop areas for future collaboration into concrete actions.
